1. Its not legally compelling without a direct instruction to pull over (AFAIK)
2. The cyclist didn't hear the siren anyway. So what could the cyclist have done differently?
The motocop should have simply overtaken him and waved him to the side of the road. Easy enough. And if he was close enough to push the cyclist over he should have seen the earphones.
Yes, and they have procedures for safely stopping traffic of course.
Police Handbook may be of use to us now and then, however I don't think it is specific enough and there will be more detailed procedure on stopping vehicles, speed measurement and so on.
