Having done a fair bit of driving in and around Madrid, I didn't realise there were any rules. They need to reduce the car numbers and encourage people (brave people) to get on their bikes. Madrid police could just start fining all those people that double park (yes, even on the apex of a corner between the pedestrian crossings) and the Spanish deficit would be reduced in a matter of weeks
