"Leisure" is pretty vague.

Assuming that the figure for crime refers to injuries from crime, rather than injuries to criminals, the figure for car must refer to injuries from cars and not injuries to drivers. So that figure of 48% might include a lot of cyclists and pedestrians, and not so many drivers.

Of course head injuries caused by cars would be greater than bikes. There is only one person on each bike and between 4 and 7 people in each car.
