I don't see ringing a bell as being belligerent or rude. In most cases I'm just trying to warn people that a bike is on the way past, and for the sake of their own safety (and mine) don't do anything unexpected like jump out into the right hand lane.

I find a bell sometimes exacerbates the problem. A few rings on the bell often has pedestrians scattering in random directions making them even harder to avoid. Doesn't seem to matter how much warning you give.

The *entire* point of the US scheme was to support the car manufacturers in the US through the GFC. Scheme in Germany was similar.
