Welcome to SC. I've tried to reduce this report to the limit of 2,000 characters but haven't been successful, so I'll send it in two parts.
I listen to BB every Sunday. I’m retired meteorologist, forecasting in Sydney 1970-2001. I was vice-pres of Bicycle NSW 1983-2001, president 1995-96. Now primarily focussed on lower North Shore, in particular HarbourLink, a partly elevated shared facility from SHB to top of Warringah Freeway to complete 3km long "missing link" through to Naremburn ... see www.sydneyharbourlink.com. During morning peak around 700 cyclists an hour ride across SHB (30% growth in last year), equivalent to nearly one lane of traffic. On July 2 the RTA provided a sheet stating that 1.3 km of this missing link to be funded ($1.363M) with construction this financial year. On August 13 informed funds are now for design only … to be included in upcoming edition of PushOn, magazine of Bicycle NSW.
Further details of this appalling ineptness/incompetence of RTA. Perhaps funds diverted to Epping - Parramatta railway.

HarbourLink / 3km long “missing link”

Our previous report referred to RTA on July 2 stating a budget of $1.363 million to construct 1.3 km of shared user path (SUP) beside Warringah Freeway. Incredibly, RTA now says this funding is only for SUP's design!
Many will have noticed $10M Bus Layover being constructed next to Warringah Freeway east of Miller St bridge. Part of these works include a bi-directional SUP adjacent to & along length of Miller St entry ramp, extending through to Cammeray Golf Course to connect to existing north/south shared path across course. At this branch from freeway, SUP is within about 100m of Ernest St bridge, which a future extension of SUP will underpass. Information supplied originally by RTA gave specific funding allocations for each of 3 sections along freeway corridor, totalling $1.363M.
Golf course section costed $463,000 for “construction” but this now changed to “design”. Yet construction of this 100m length should cost less, around $200,000. Our conclusion is RTA has slashed its original allocation of $1.363M sometime during last six weeks.
Meanwhile, $168,037 PricewaterhouseCoopers study into this 3km long “missing link”, contracted for completion by last February, is still being held up by RTA!
