Is there a frame builder in Sydney who would fit S+S or Ritchey Breakaway couplings to a Surly LHT? Which is the better coupling for touring?

I would like to know if there are any other Mountain Bike riders who carry or have considered carrying a Personal Locator Beacon? I regularly ride tracks where my smart-phone has no signal and have considered getting a PLB in case the worst happens.
Every day of the eight days we spent in Bright prior to the Audax ride, the temperatures soared over thirty degrees. The day of The Ride was no different with a predicted maximum of 36 degrees. As the wimp of the group, I chose to enter the 70km ride which was simply Bright to the top of Mt Buffalo and return.
